Crossing 1.5°C Is Not the End of 1.5°C

UNEP now expects the world to cross 1.5°C. Its 2026 report is about what happens next: how high warming peaks, how long it lasts, and who pays while we are above the line.

Start with the best case, because the best case is bad enough. If every government does everything it has promised, with every national plan carried out in full and every net-zero pledge kept, UNEP now expects global warming to peak at around 1.8°C above pre-industrial levels. That is the optimistic scenario. Most other pathways in the report peak higher, and some pass 2°C.

The 2026 report from the UN Environment Programme, Limiting Overshoot, rests on a conclusion the agency spent years trying to avoid stating outright: the world will cross 1.5°C, and soon. A single hot year above the line is not the threshold; 2024 was the first full calendar year past it, and the three-year average to 2025 has crossed it as well. What matters for the Paris goal is long-term warming, generally judged over decades, though the treaty itself sets no exact averaging period. Emissions have not fallen fast enough to hold that long-term average below 1.5°C in the next few years, so it will be breached.

None of that retires the goal. The 1.5°C target still stands as the long-term benchmark, and crossing it is never safe or acceptable. "There are no good outcomes if we remain above 1.5°C," says Inger Andersen, UNEP's executive director. What changes is the direction of approach. The target now has to be reached from above, and 1.8°C is where that becomes frightening, because the report also finds that once warming climbs much past 1.8°C, pulling it back down to 1.5°C this century gets very hard to do. The likeliest good outcome and the point beyond which return becomes very hard are nearly the same number.

The path the report lays out has an awkward name and a simple shape: overshoot, peak and decline. Warming crosses the line, rises to a peak, holds, then falls back below 1.5°C later in the century. Four stages in UNEP's telling, from the crossing to the peak to the decline to a final settling below the line. Heard quickly it can sound almost orderly, a controlled detour with a marked exit. It is not. The report calls it "by no means an acceptable or preferred pathway" and "simply the best remaining option." Overshoot describes the corner the world has backed itself into, and the only ways out that remain. Reading it as a new target, or as a licence to run hot now and clean up later, gets it exactly wrong.

 

Every tenth of a degree is a different world

 

Because the peak is no longer fixed at 1.5°C, the practical fight becomes holding it as low as it will go. 1.6 rather than 1.8. 1.8 rather than 2.1. These are not rounding errors. UNEP attaches real damage to each step up. Global food production could fall by as much as 14 percent by 2050 if adaptation lags. Glaciers could lose more than a quarter of their mass by the end of the century, altering water availability in the basins fed by them for decades to come.

Higher peaks also raise the odds of crossing thresholds that never reset. The report names four of them: the West Antarctic ice sheet, the Greenland ice sheet, the Atlantic circulation that keeps northern Europe temperate, and the Amazon. Trip those and some of the loss locks in for good, even if the world later brings the temperature back down. A temporary overshoot may be survivable. A permanent one is not, and the height of the peak decides which one you end up with.

 

Mitigation and adaptation stop being separate jobs

 

For years, cutting emissions and adapting to impacts were run as two departments with two budgets and two timelines. The report says that split no longer holds. Weak mitigation drives up damage, which pulls money into emergency response and away from the transition, which weakens mitigation further. Weak adaptation puts the low-carbon build-out itself at risk; a solar farm is worth little if the flood nobody planned for takes out the substation beside it. And even perfect emissions cuts would leave adaptation necessary, because 1.5°C is already unsafe for most communities and ecosystems.

UNEP frames the response as three phases:

  • An immediate phase of fast, deep cuts, weighted toward methane and other short-lived pollutants that warm hard and clear from the air quickly, which makes them the fastest way to shave the near-term peak.
  • A containment phase around the peak itself, pushing to net zero while managing the worst impacts as they land.
  • A long resilience phase on the way down, running net-negative emissions and living with whatever has by then become permanent.

These do not follow one after another so much as pile on top of each other, unevenly, region by region. António Guterres, the UN Secretary-General, called for an "overshoot of ambition" when the report launched.

 

What it means inside a company

 

For companies, the report widens the sustainability brief beyond cutting emissions to operational resilience. The objective is to keep the business running in the climate conditions that are now becoming unavoidable.

The pressure shows up in concrete places.

  • Physical assets are the first to feel it. Drainage sized for last century's rainfall, cooling systems built for last century's heat: a lot of infrastructure is being asked to perform in conditions it was never specified for.
  • Supply chains carry the same problem one step removed, wherever they depend on stable agriculture or dependable water.
  • Finance strains underneath. The report points to rising pressure on insurance, and to the way climate damage eats into the fiscal room governments need in order to respond, worst of all where public debt is already high.

Any company still filing this under reporting, as one more framework and one more disclosure, has read the moment wrong. UNEP is describing operating conditions, not compliance boxes.

 

1.5°C is becoming a legal benchmark

 

The legal shift deserves more attention from boards than it gets. In 2025 the International Court of Justice, in its advisory opinion on states' climate obligations, treated 1.5°C as the parties' agreed primary temperature goal under the Paris Agreement. In 2026 the UN General Assembly adopted a resolution (A/RES/80/263) endorsing that opinion. UNEP gives the legal side of overshoot its own analysis, and the implication is clear. A temperature goal that is legally affirmed and then physically breached is likely to become fertile ground for litigation.

Both the opinion and the resolution concern the obligations of states, not companies directly. But a stronger international benchmark rarely stays there. It feeds into the domestic disclosure, securities, company and tort law where corporate exposure is actually decided, and on that path litigation is likely to test who kept emitting after the risks were understood, what companies told investors, and when. Transition plans and disclosures may be examined for whether they were real or decorative, and in some jurisdictions climate risk is increasingly treated as ordinary financial prudence for directors rather than an optional value. A climate strategy written mainly as a communications exercise could end up read in court as evidence of what a company knew, promised and did.

 

Who spends the overshoot above the line

 

Overshoot will not be distributed evenly. The people who did least to cause the warming will spend the longest inside its worst effects. For some vulnerable states, there may be no meaningful recovery even if warming is later reversed. UNEP states plainly that the countries with the greatest historical responsibility and the most capacity should cut hardest and fastest, and that finance and technology should move toward those with the least of both, so the smallest contributors are not left carrying the largest bill on their own.

Small island states face a version of this that governance has barely begun to work out. Their territory may become uninhabitable during the overshoot, going under even if global temperatures later come back down. What becomes of a nation's sovereignty when the nation itself is vanishing? International law has started to move on it, with early steps toward accepting that a state can persist even after its land is lost, but the practical questions of territory, people and rights are far from settled. The report calls for new governance arrangements built for exactly this, which is a stark thing for a UN agency to have to say.

And the losses do not all reverse when the temperature does. Sea level keeps rising after warming peaks. Extinct species do not come back. Ecosystems that flip into a new state tend to stay there. By the time the curve bends back toward 1.5°C, communities may already have moved, and farmland rebuilt for heat may need rebuilding again. A return to 1.5°C is not a return to the world that existed at 1.5°C.

 

The removal question

 

Carbon removal sets another limit on the idea that overshoot can be reversed on easy terms, and the limit is arithmetic. Getting back below 1.5°C means pulling carbon out of the air on top of cutting emissions. The scale on offer is small. Removing enough carbon through forests to lower global temperature by a single tenth of a degree would take more than a hundred years of planting at today's rate, with residual emissions already at zero. Even optimistic scaling of removal, conventional planting and engineered capture together, is unlikely to reverse more than a few tenths of a degree across the whole century. And the engineered routes run into a physical ceiling. Net zero still means burying the emissions you cannot cut, year after year, and the report warns that this running total could exhaust the world's estimated underground storage by around 2200. Removal is a way to manage overshoot, UNEP says, needed on top of cutting emissions and never as a substitute for it. Anyone selling removal as the reason delay is affordable is promising something the numbers cannot deliver.

The report does not treat the eventual decline as guaranteed. The height of the peak, the years spent above the line, the depth of the damage: all of it still moves with what happens in the next few years, not the next few decades. Every fraction of a degree held down spares someone real. Every year the overshoot is shortened cuts someone's exposure. Joeri Rogelj, a lead author of the report and one of the scientists whose work sits behind how peak warming is even estimated, did not help write it to announce defeat. The report puts the 1.8°C figure on the page to show which choices are still open. For now they are open, and that window does not stay open long.
