In the context of heightened global climate expectations following COP30, Power Construction Corporation of China (POWERCHINA) has reaffirmed its long-term commitment to environmental, social, and governance priorities in Serbia, where the company operates its Eurasia Regional Headquarters. The renewed focus highlights how large-scale infrastructure development is being aligned with sustainability, local employment, and community engagement.
Serbia as a Regional Hub for ESG-Driven Operations
Serbia plays a central role in POWERCHINA’s Eurasia strategy, with the regional headquarters overseeing activities across 63 countries and regions. Around 85 percent of the workforce under this platform consists of local and third-country professionals. In Serbia alone, POWERCHINA’s projects have contributed to the creation of more than 1,500 jobs, supporting skills development and strengthening the local economy.
Mr. Yang Bo, Chief Representative of POWERCHINA to Serbia, underscored that the company’s presence reflects a long-term partnership approach. He emphasised that sustainable, efficient, and inclusive infrastructure is increasingly critical, and that ESG principles are central to delivering tangible outcomes for communities.
Transforming Transport and Urban Infrastructure
Since entering the Serbian market in 2012, POWERCHINA has played a growing role in modernising the country’s transport infrastructure. A flagship example is the Belgrade Bypass Section B Project, where POWERCHINA served as the primary contractor. Beyond road construction, the project included upgrades to drainage and water supply systems in nearby residential areas, accelerating delivery while improving local living conditions.
The company has also been involved in major urban transport initiatives. Contracts for the construction of Belgrade Metro Line 1 represent a long-term collaboration aimed at easing congestion and reducing pollution in a city of approximately 1.7 million people. In addition, POWERCHINA supported the delivery of the Gornji Milanovac Bypass, which opened to traffic in October 2024 and now provides a dedicated route for commercial vehicles, improving safety and logistics efficiency.

Social Impact and Cultural Engagement
Community engagement forms a key pillar of POWERCHINA’s ESG approach in Serbia. In May 2024, the company began construction of the Serbian National Stadium, a modern facility designed to support the country’s sporting ecosystem for both athletes and fans. Alongside physical infrastructure, POWERCHINA has invested in people-to-people initiatives, including programmes such as the China–Serbia Youth Friendship Dialogue, which aims to foster mutual understanding and create development opportunities for young participants from both countries.
The company’s contribution to local development has also been formally recognised. For its role in the Gornji Milanovac Bypass project, POWERCHINA received the Takovo Uprising Gold Medal, an award granted by the municipality to acknowledge projects that deliver meaningful benefits to the local community.
Environmental Performance and Low-Carbon Construction
Environmental protection remains a core element of POWERCHINA’s Eurasia operations. In 2024, the company used more than 900,000 tonnes of low-carbon concrete across projects in the region, reflecting efforts to reduce construction-related emissions. At the global level, POWERCHINA aligns its strategy with China’s targets of peaking carbon emissions by 2030 and achieving carbon neutrality by 2060.
Beyond Serbia, the company continues to expand its portfolio of renewable energy and climate-resilient infrastructure. A recent example includes a general contracting agreement with Spain’s Viroque Energy for the Arreaz photovoltaic power station in Cádiz. The 44 MW project is expected to generate approximately 95,000 MWh of clean electricity each year.
