Egypt and EU Deepen Strategic Energy Transition Cooperation at Sustainable Energy Outlook 2040

Egypt and the European Union reinforced their long-term energy partnership during the Egypt Sustainable Energy Outlook 2040 Conference, co-hosted in Cairo at Manial Palace under the theme “Cooperation for Shared Prosperity.” The high-level summit brought together senior government officials, EU representatives, and energy stakeholders to align policy, investment, and infrastructure priorities for Egypt’s energy transition through 2040.

Opening the conference, Angelina Eichhorst, Head of the EU Delegation to Egypt and the League of Arab States, stressed that shifting toward “homegrown, reliable, and cheaper energy” is essential to shielding economies from global price volatility and energy supply disruptions.

 

Egypt’s Renewable Capacity and Storage Outlook

 

Egypt’s Minister of Electricity and Renewable Energy, Mahmoud Esmat, underscored regional integration as a cornerstone of long-term sustainable development. He confirmed that Egypt’s installed renewable energy capacity now exceeds 9,000 MW, supported by an additional 500 MW battery energy storage system (BESS).

Looking ahead, Egypt expects combined wind and solar capacity to reach approximately 24 GW by 2030. Esmat highlighted that Egypt’s scale of renewable deployment will support local manufacturing of wind and solar components, leveraging domestic access to raw materials and strengthening industrial value chains.

Energy Efficiency and Hydrogen Strategy

 

Esmat also confirmed the completion of Egypt’s Third National Energy Efficiency Action Plan (NEEAP III), developed in coordination with the EU. The plan is set to be submitted to Egypt’s Supreme Council of Energy for final approval.

In parallel, he reaffirmed Egypt’s National Hydrogen Strategy, which targets capturing 5% to 8% of the global tradable hydrogen market by 2040, positioning the country as a future hub for green hydrogen exports.

 

T-MED Initiative Mobilising €25 Billion in Clean Investment

 

Representing the European Commission, Florian Ermacora, Head of the North Africa Unit at the EU Directorate-General for Neighbourhood and Enlargement Negotiations, introduced the Trans-Mediterranean Renewable Energy and Clean-Tech Cooperation Initiative (T-MED).

He described T-MED as a move away from symbolic commitments toward “tangible action,” centered on a regional investment platform designed to mobilize €25 billion over the next nine years, largely from private-sector capital. Egypt, Ermacora noted, is well positioned to benefit due to its progress in strengthening regulatory frameworks that protect private investment.

Mobilising Climate Finance Through NWFE

 

Egypt’s Minister of Planning, Economic Development, and International Cooperation, Rania Al-Mashat, highlighted the ministry’s role in coordinating international partnerships and channeling investment toward national energy priorities, working closely with institutions such as the European Investment Bank and the European Bank for Reconstruction and Development.

She pointed to the Nexus of Water, Food, and Energy (NWFE) platform as a flagship national model. Over the past three years, NWFE has mobilised approximately $5 billion, enabling 4.2 GW of private-sector renewable energy projects while strengthening Egypt’s role in climate finance and green development.

 

From Policy Alignment to Implementation

 

The conference agenda focused on translating ambition into execution, with panel discussions covering energy efficiency standards, regulatory frameworks, and investment deployment. Key sessions included “Boosting Efficiency: Technologies, Standards & Regulation,” “T-MED Policy & Investment Strategies to Power Egypt’s Green Future,” and “From Ambition to Action: EFSD+ Advancing T-MED Implementation.”

Together, the discussions reinforced Egypt’s positioning as a central partner in EU–Mediterranean energy cooperation and a leading destination for large-scale renewable and clean-tech investment through 2040.
