Spain’s regional government has awarded ACCIONA a 30-year concession to develop and operate what will become the largest public electric vehicle charging hub within Madrid’s M-30 ring road. The project will be located at 276 Paseo de la Castellana, opposite the Four Towers business district and within the future Madrid Nuevo Norte redevelopment area.
Scheduled to become operational by 2027, the facility will be built on a 1,281 square meter site that previously housed a petrol station, converting legacy fossil fuel infrastructure into a large-scale electric mobility platform. The hub will deliver 4 megawatts of installed capacity powered entirely by certified renewable electricity.
The installation will include 20 ultra-fast charging points of up to 400 kilowatts. Nineteen chargers will serve passenger vehicles, while one will accommodate heavy-duty transport. A battery swapping station for Silence electric vehicles will provide additional flexibility for urban delivery fleets and shared mobility services.
Integrated Renewable Energy and Environmental Performance
The facility is designed as a self-sufficient clean energy node. On-site solar panels will support self-consumption, with the project expected to generate a net annual surplus of more than 35,000 kilowatt-hours. A real-time renewable energy traceability system will verify the origin and use of clean electricity, supporting transparency and reporting requirements.
Environmental features extend beyond energy supply. The structure will incorporate a photocatalytic façade intended to reduce surrounding air pollutants, contributing to Madrid’s air quality and public health objectives.

Mobility Hub With Public Engagement Function
The project has been conceived as a comprehensive mobility hub rather than a standalone charging station. Charging infrastructure and user services will sit beneath a unified canopy, with amenities including vending services and accessible restrooms at ground level.
A multipurpose space on the first floor will host outreach activities and events related to electric mobility, reinforcing public awareness and supporting behavioral shifts toward low-emission transport. The architectural design emphasizes locally sourced and low-impact materials, including wood, natural stone and photocatalytic ceramic.

Alignment With Urban Regeneration and Decarbonization Goals
The charging hub forms part of the broader Madrid Nuevo Norte redevelopment corridor, one of Europe’s largest urban regeneration projects. Its central location reflects a shift in urban policy toward embedding high-capacity charging infrastructure within dense commercial areas rather than confining it to peripheral zones.
For policymakers, the project supports Madrid’s decarbonization strategy and air quality mandates while addressing charging accessibility and range concerns that continue to influence electric vehicle adoption.
ACCIONA will operate the hub for three decades, strengthening its position in Iberia’s transport electrification market. The company already provides access to more than 5,000 charging points across Spain and Portugal, covering urban centers and major intercity routes.
By transforming a former petrol station into a renewable-powered mobility hub, Madrid is advancing a model that integrates clean energy, urban design and transport policy within a single infrastructure asset, offering a potential template for other European cities pursuing large-scale electrification.
