Ireland Budget 2027 Allocates €1.28 Billion to Renewable Energy and Climate Action

Ireland has allocated €1.28 billion in Budget 2027 to energy, climate action and environmental programmes, with more than €950 million directed towards the country’s energy transformation. The package includes a record capital allocation of over €650 million for Sustainable Energy Authority of Ireland home and community upgrades, alongside new support for solar PV, household batteries and boiler replacement. More than €170 million will support climate action and over €150 million will go towards circular economy and environmental programmes.

 

Energy Affordability Is Driving the Short-Term Measures

 

The budget combines direct support for households facing higher energy costs with longer-term investment intended to reduce exposure to imported fossil fuels. Measures include changes to fuel and household supports, an extension of temporary excise cuts and additional assistance for businesses and commercial transport operators.

At the same time, the government is putting more money into measures that can lower energy demand permanently. Minister for Climate, Energy and the Environment Darragh O’Brien said improving the efficiency of homes and businesses and expanding domestic renewable energy are central to protecting consumers from volatile international energy prices.

Home Energy Upgrades Receive a Record Allocation

 

More than €650 million in capital funding is being directed towards SEAI home energy upgrade programmes, including €647 million from carbon tax receipts. That is €89 million more than last year’s carbon tax allocation and will support insulation, windows and doors, heat pumps, solar PV, battery storage and deeper home retrofits.

New measures include a home battery grant, wider access to solar PV and solar thermal support, and a fossil fuel boiler scrappage scheme. Depending on the property and upgrade, the government estimates households could save up to €878 a year, while whole-home upgrades involving measures such as heat pumps could reduce annual costs by as much as €1,120.

 

Businesses Will Get More Support for Clean Energy Investment

 

Commercial energy upgrades are also being expanded. Businesses using enhanced solar PV support could reduce annual energy costs by up to €300,000, according to government estimates, with further savings available through solar thermal and heat pump grants.

The government is also increasing the tax-free income threshold for households selling electricity back to the grid from €400 to €600. That is intended to encourage more residential solar installations while giving households a stronger financial incentive to generate and export their own electricity.

Biomethane and District Heating Get New Capital

 

Ireland is preparing a €200 million capital grant scheme for biomethane as the sector begins to develop, with seven anaerobic digestion plants recently completed or under construction. The funding is intended to accelerate further deployment and expand the role of domestically produced renewable gas.

District heating is also receiving additional support. Nine projects have been allocated a combined €5 million in pre-construction funding, on top of more than €50 million previously committed through the Climate Action Fund. A further €50 million to €100 million has been set aside through the Infrastructure Climate and Nature Fund, with that scheme expected to open in the first quarter of 2027.

 

Climate and Circular Economy Spending Extends Beyond Energy

 

Budget 2027 includes more than €170 million for climate action and leadership, including €25 million for Ireland’s EU Just Transition programmes and more than €22 million for local authority climate action. The funding will also support research, modelling and work connected with national and international climate commitments.

A further €150 million-plus will go towards circular economy development, including €47 million for contaminated waste sites. Additional funding is being provided for marine regulation, inland fisheries and programmes that collect environmental and seabed data.

 

Delivery Will Determine Whether the Budget Cuts Long-Term Energy Exposure

 

The main test for Budget 2027 will be whether the increased spending translates into faster deployment of home upgrades, solar, batteries, biomethane and district heating. Ireland is using the budget both to ease current energy-price pressures and to reduce the amount of energy households and businesses need to buy from volatile international markets.

The record retrofit allocation is likely to be the clearest early measure of progress. If the expanded grants reach more households and businesses while the newer biomethane and district-heating programmes move into construction, the budget could shift more of Ireland’s energy policy from short-term affordability support towards structural reductions in fossil-fuel dependence.
