Ukraine’s Cabinet of Ministers has approved a 2026–2028 roadmap for implementing ESG approaches and sustainable finance instruments, setting out practical steps to build the country’s regulatory and institutional framework for sustainable investment. Approved on 30 September, the roadmap is intended to help Ukraine introduce European approaches to sustainable finance, attract investment and integrate ESG principles into public policy and the wider economy.
The roadmap provides for the development of a national sustainable finance system, including the legal basis for a taxonomy of sustainable economic activities. It also covers approaches to corporate sustainability due diligence, giving Ukraine a framework for bringing environmental, social and governance considerations into financial and investment practices.

Another part of the plan focuses on public investment. Ukraine intends to integrate ESG approaches into the public investment management system and improve monitoring of sustainable finance flows. The government also plans to develop sustainable finance instruments, improve investment attractiveness and expand access to capital markets.
The roadmap forms part of Ukraine’s wider alignment with European Union standards and obligations under the EU accession process. The government expects the framework to help create clearer rules for investors, businesses and public institutions while supporting investment in recovery and longer-term economic development.

Oleksandr Krasnolutskyi, Deputy Minister of Economy and Environment of Ukraine, said the roadmap would help gradually introduce European sustainable finance approaches and create clearer rules for the state, businesses and investors. The government sees the roadmap as one of the key tools for strengthening investor confidence and supporting Ukraine’s long-term economic transformation.
