IFC, BlueOrchard Target $2 Billion for Emerging Markets Private Debt

IFC, BlueOrchard Target $2 Billion for Emerging Markets Private Debt

The International Finance Corporation and BlueOrchard have launched an emerging markets private debt investment vehicle targeting up to $2 billion in commitments, with Tokio Marine Group anchoring a $300 million first closing. The initiative is designed to bring long-term institutional capital from pension funds, insurers and sovereign wealth funds into private credit opportunities across emerging markets, where access to large pools of commercial financing remains limited. The vehicle builds on IFC’s Managed Co-Lending Portfolio Program, which has more than $25.5 billion in capacity.

The Evergreen Structure Is Designed to Keep Capital Working

Unlike a traditional closed-end private debt fund, the new vehicle will operate on an evergreen basis. Investors will be able to subscribe and redeem within predefined windows, while repayments and other proceeds can be reinvested into new loans rather than being returned as the portfolio matures.

That structure is intended to create a longer-term pool of capital for emerging markets. It could also make the strategy more suitable for large institutional investors that want ongoing exposure to private credit without committing to a single fixed investment period.

IFC Is Opening Its Loan Pipeline to a Wider Investor Base

The vehicle builds on IFC’s Managed Co-Lending Portfolio Program, launched in 2013 to allow institutional partners to invest alongside IFC in emerging market loans on commercial terms. The programme has grown to more than $25.5 billion in capacity.

The new partnership with BlueOrchard is intended to broaden that model beyond existing co-lending relationships. IFC brings its emerging market origination network, while BlueOrchard will provide investment management experience and portfolio construction for private investors seeking diversified debt exposure.

A $300 Million First Close Gives the Strategy an Institutional Anchor

Tokio Marine Group is providing the anchor investment for the $300 million initial closing. Its participation gives the vehicle an established institutional investor at launch and builds on an existing relationship between Tokio Marine and IFC.

“This investment marks a natural next step in Tokio Marine Group's longstanding partnership with IFC,” said Masahiro Koike, Group CEO of Tokio Marine Holdings. “Combining IFC’s origination capabilities with BlueOrchard’s 25-year track record in managing diversified emerging market debt portfolios gives us access, at scale, to a segment of private credit that has traditionally been difficult for institutional investors to reach.”

The Model Targets a Persistent Emerging Markets Financing Gap

IFC argues that emerging economies need far more development financing than public institutions can provide alone. The purpose of the new vehicle is therefore to use IFC’s lending pipeline and BlueOrchard’s investment platform to make emerging market private debt easier for large investors to access.

“Emerging markets need trillions of dollars to invest in their development — far more than public finance can supply,” said Makhtar Diop, IFC Managing Director. “This initiative with BlueOrchard and Tokio Marine Group creates a scalable way to connect institutional capital with businesses that create jobs, expand opportunities and improve lives in the places that need it the most.”

Private Credit Is Being Positioned as Both an Investment and Development Tool

BlueOrchard says the strategy is designed to offer institutional investors the returns and diversification associated with private credit while directing capital towards businesses in developing economies. The vehicle is therefore intended to serve both commercial and development objectives rather than operating as a grant or concessional finance programme.

“Institutional investors are increasingly looking for long-term private credit opportunities that combine returns and diversification with access to emerging markets,” said Michael Wehrle, CEO of BlueOrchard. The key question will be whether the structure can attract enough additional investors to move from its $300 million first close towards the full $2 billion target.

Reaching $2 Billion Will Test Institutional Demand

The launch comes as emerging market debt conditions have improved in areas including regulation, governance and credit performance, according to the partners. Even so, institutional investors have historically faced challenges accessing diversified private debt opportunities across these markets.

The next test will be fundraising. If IFC and BlueOrchard can scale the vehicle towards $2 billion, it would extend the MCPP model to a broader institutional investor base and provide another route for long-term private capital to reach businesses in emerging economies.
