ICAC Brings 46 Leaders From 14 Chambers as Hong Kong Ranks No. 12 for Clean Governance

Hong Kong’s Independent Commission Against Corruption is framing clean governance and ethical business not simply as legal safeguards, but as part of the city’s long-term economic competitiveness. In its April 9 statement, the ICAC said Hong Kong’s reputation as a transparent and attractive investment hub has been built on shared commitment to integrity across government, business, and civil society. That message comes as Hong Kong continues to rank among the world’s cleaner jurisdictions, with the ICAC noting that the city placed 12th out of 182 countries and territories in Transparency International’s 2025 Corruption Perceptions Index, with a score of 76.

 

The Seminar Shows How Governance Is Moving Into Practical Business Support

 

The immediate trigger for the announcement was the Integrity Leadership Seminar for Chambers of Commerce, hosted in late March by the ICAC’s Hong Kong International Academy Against Corruption and the Hong Kong Business Ethics Development Centre. The ICAC’s LinkedIn post said the event brought together 46 participants from 14 chambers of commerce on March 25, while the press release described the attendance as around 50 business leaders from the same 14 chambers. The focus was on Hong Kong’s anti-corruption regime, corporate governance practices, and practical approaches to ethical and sustainable business development.

That matters because the initiative goes beyond broad messaging about integrity. According to the release, ICAC officers from operations, corruption prevention, and public education used case studies to guide participants on identifying corruption risks, using advisory services, and building stronger compliance cultures. This suggests the agency is trying to make governance support more operational for businesses rather than limiting its role to enforcement and public signaling.
