EDP's GreenH2Atlantic Secures Conditional Environmental Approval for 100 MW Green Hydrogen Project at Sines

EDP has announced that its 100-megawatt GreenH2Atlantic green hydrogen project in Sines has received a favourable conditional Environmental Impact Statement from the Portuguese Environment Agency, clearing a critical licensing milestone for one of Europe's largest planned green hydrogen developments. The project, developed through Hytlantic, a consortium led by EDP and Galp Energia alongside shareholders Bondalti, Martifer and Vestas, will now analyse the agency's recommendations and proposed measures while continuing engineering activities and other studies before advancing to the final environmental permitting stage. GreenH2Atlantic is planned for the site of the former Sines coal-fired power plant and has received €92 million in EU funding through the Horizon 2020 Research and Innovation programme and the Innovation Fund, though the project remains subject to a final investment decision.

 

The Sines Site and Its Strategic Significance

 

The repurposing of the former Sines coal-fired power plant site for green hydrogen production reflects a deliberate strategy to convert retiring fossil fuel infrastructure into clean energy assets, leveraging existing grid connections, industrial infrastructure and skilled workforce in a region with strong renewable energy resources. Sines is Portugal's most significant industrial port, positioned on the Atlantic coast with access to both domestic renewable energy generation and export routes to European markets that are seeking to diversify their hydrogen supply chains. The conversion of a coal plant site to green hydrogen production carries symbolic as well as practical significance for Portugal's energy transition narrative and aligns with European Union industrial decarbonisation priorities under the REPowerEU strategy.

The consortium structure brings together a broad coalition of Portuguese and international industrial, technology and scientific partners. Beyond EDP and Galp as co-leaders, shareholders include chemical company Bondalti, construction and energy company Martifer and wind turbine manufacturer Vestas, whose involvement reflects the integration of wind energy generation into the hydrogen production concept. Technology and scientific partners including Siemens, INESC-TEC, DLR and CEA provide the engineering and research depth needed to develop and validate the production process at demonstration scale.

Next Steps and Investment Decision

 

Following the conditional Environmental Impact Statement, Hytlantic will move to the final stage of environmental permitting through the Environmental Compliance Report for the Detailed Design, known as RECAPE, which requires submission of a detailed engineering design demonstrating compliance with the conditions attached to the positive environmental assessment. The final investment decision, which remains outstanding, will follow completion of the RECAPE process and will depend on the economics of green hydrogen production at scale, the development of offtake agreements and the availability of project financing alongside the EU grant support already secured.

The €92 million in EU funding provides a meaningful contribution to the project's capital requirements but is unlikely to be sufficient on its own for a 100-megawatt electrolysis installation, meaning that project finance, equity contributions from consortium members and potentially additional grant or loan support will be needed to reach financial close. The conditional nature of the environmental approval, requiring analysis of the agency's recommendations and proposed measures, indicates that some design modifications or additional environmental commitments may be needed before the RECAPE submission can be completed.

Outlook for European Green Hydrogen Development

 

The GreenH2Atlantic environmental approval represents meaningful progress for a project that has been in development for several years and provides a reference point for the feasibility of large-scale green hydrogen production in the Iberian Peninsula. Portugal's combination of abundant solar and wind resources, Atlantic maritime positioning for export and its existing industrial infrastructure at Sines creates a competitive foundation for green hydrogen development that is attracting growing European and international interest. Whether GreenH2Atlantic can advance from conditional environmental approval through RECAPE, final investment decision and construction to actual hydrogen production will determine whether the project delivers on its potential to contribute to Europe's hydrogen supply goals within the decade.
