Alto has signed a memorandum of understanding with the Toronto and Region Conservation Authority to establish a structured framework for environmental collaboration on Canada's planned high-speed rail network. The agreement, announced 7 July 2026, formalises cooperation between the rail developer and the conservation authority as project planning proceeds through the City of Toronto, York Region and Durham Region. It commits the two organisations to integrate watershed management, climate resilience and mitigation strategies throughout the project's development.
The framework sets out several areas of joint work. Alto and TRCA will collaborate on planning and design review, drawing on TRCA's watershed expertise to inform environmentally responsible project decisions, and on modelling and data sharing intended to support science-based decisions on flood risk and other environmental constraints. The partnership also covers hazard risk management, including identifying and mitigating flood and erosion risks, and climate resilience and adaptation work that applies watershed science and natural hazard expertise to help the rail infrastructure withstand changing climate conditions.
Further areas address the ecological footprint of the project directly. These include restoration and environmental offsetting, covering habitat restoration, ecosystem compensation and soil management, alongside biodiversity and greenspace management focused on protecting ecosystems and species at risk. The agreement also covers public engagement and stewardship through TRCA's network and facilities, and coordination on access to public lands within TRCA's jurisdiction, including land the authority owns.

The MOU is tied to the project's federal Impact Assessment process, positioning environmental integration as part of the formal planning requirements for the rail line rather than a voluntary add-on. TRCA has already participated in environmental roundtables and technical exchanges related to the project, and the organisation frames the agreement as building on that existing engagement as planning advances.
Martin Imbleau, president and chief executive of Alto, said the agreement reflected a shared commitment to integrating environmental considerations into project development as part of the federal assessment, and that TRCA's expertise and long-standing role in environmental protection across the Greater Toronto Area made it a key partner going forward.
