COP29 Finalizes Adoption of Article 6, Advancing Global Carbon Markets

After nine years of intensive discussions, COP29 has successfully adopted Article 6 of the Paris Agreement, establishing a significant framework for global carbon markets. This landmark agreement aims to enhance international collaboration, drive emission reductions, and accelerate global climate efforts through carbon trading mechanisms.
Key Aspects of Article 6
Article 6.2: This section creates a system for bilateral carbon credit transactions between countries. It allows nations to negotiate and establish terms for trading carbon credits generated from emission-reduction initiatives like reforestation or cleaner technologies. Although these trades are decentralized, they are officially recognized in national climate targets, with transparency provisions ensuring environmental integrity. Civil society oversight will be essential to ensure the effectiveness of this system.
Article 6.4: A centralized mechanism under the UN system, this section facilitates emissions trading for countries and companies. It also addresses the transition of carbon credits from the Clean Development Mechanism (CDM) to the Paris Agreement Crediting Mechanism (PACM). Despite this transition, concerns remain regarding the use of old CDM credits, with experts advising against their use for climate commitments.
Together, these systems could save up to $250 billion in climate goal achievement and potentially increase ambition across nations. Integrity standards such as those from the Carbon Credit Quality Initiative (CCQI) will play a vital role in ensuring the credibility of carbon credits.
The inclusion of Indigenous Peoples' representatives in decision-making processes is seen as a positive development, ensuring that their voices are heard in the implementation of the agreement.
