Younger Vanguard investors were more than twice as likely as older investors to select an ESG-focused proxy voting policy in 2026, according to the firm's latest Investor Choice data. Among investors under 30, 38 percent chose the Glass Lewis ESG Policy, compared with 16 percent of investors aged 62 to 80. The finding comes as participation in Vanguard Investor Choice increased more than sixfold to 507,000 investors, with participating assets rising from $9 billion in 2025 to $151 billion in 2026.
Age Is Emerging as a Clear Divide in Voting Preferences
The difference by age is one of the clearest patterns in Vanguard's 2026 How Investors Vote report. Younger investors were more likely to select the Glass Lewis ESG Policy, while older investors showed a stronger preference for the Company Board-Aligned Policy.
The data does not explain what is driving the gap, so it would be difficult to link it to any single view on climate, social issues or corporate governance. What it does show is that investors holding the same index funds can have very different preferences over how shareholder votes should be cast, particularly when ESG considerations are part of the voting policy.

No Single Voting Policy Dominates Investor Choice
Across all participating investors, the Company Board-Aligned Policy was the most selected option in 2026 at 38 percent. The Vanguard Fund Proxy Policy accounted for 28 percent, the Egan-Jones Wealth-Focused Policy 22 percent, the Glass Lewis ESG Policy 12 percent and Mirror Voting 1 percent.
The mix has shifted significantly since the programme began. In 2023, 45 percent of participating investors selected the Glass Lewis ESG Policy, compared with 12 percent in 2026, while the Company Board-Aligned Policy increased from 17 percent to 38 percent. As participation has expanded, the overall voting mix has therefore changed rather than settling around one preferred approach.
Participation Has Increased More Than Sixfold in One Year
Vanguard Investor Choice had 507,000 participating investors in 2026, up from 82,000 in 2025. Participating assets increased even faster, rising nearly 17-fold from $9 billion to $151 billion.
The programme is currently available across approximately $4 trillion in assets and allows investors in eligible Vanguard funds to choose how their proportionate share of fund holdings is voted on matters including director elections and executive compensation. Nearly 80 retirement plan sponsors now participate, representing more than one million underlying plan participants.

Another $120 Billion Is Positioned for the 2027 Expansion
Investors have already selected voting policies for an additional $120 billion in assets tied to funds expected to join Investor Choice in 2027. Vanguard plans to expand the programme to all of its US equity index funds next year, extending voting choice across a much larger part of its index business.
The 2027 expansion will provide a clearer test of whether the age-related differences seen in 2026 remain visible as participation grows. It will also show whether the wider investor base continues to divide across different governance approaches rather than moving towards one dominant proxy voting policy.
