US-based Pacifico Energy has submitted an investment declaration worth more than $1 billion for its Manho and Jindo Baram offshore wind projects in South Korea, submitted to the country's Ministry of Trade, Industry and Resources at a US investment ceremony in Washington DC on 3 September 2026. Manho is a 990 MW project and Jindo Baram is a 1.8 GW project, together forming two phases of a larger 3.2 GW offshore wind cluster Pacifico Energy Korea is developing off the coast of Jindo County, alongside the earlier-stage 420 MW Myeong Ryang project.
This marks Pacifico's second such investment declaration in Korea, following a 2024 declaration covering Myeong Ryang and regional supply chain development. Manho and Jindo Baram were selected in August as the sole projects to be developed within the Korean government's designated 2.13 GW "Jindo Phase 2 Offshore Wind Integrated Cluster," intended to supply green power to the Jeonnam-Gwangju region and the Honam Semiconductor Cluster. Myeong Ryang, the cluster's first phase, has already secured an electricity business licence and completed a preliminary environmental impact assessment.

Pacifico Energy Korea global head of offshore wind Seung-Ho Choe said the company's offshore wind portfolio "will supply clean energy to bolster Korea's export competitiveness, while also building key infrastructure to support the semiconductor cluster and RE100-ready industrial complexes in Jeonnam-Gwangju."
In the US, Pacifico Energy developed and permitted GW Ranch, described as the country's largest data centre campus with total capacity of 7.65 GW, recently acquired by Amazon and now under construction, with first power targeted for the first quarter of 2027. GW Ranch is designed as a standalone, off-grid power platform for hyperscale data centres and AI computing, combining high-efficiency natural gas turbines with solar power and battery storage to avoid placing additional strain on the surrounding power grid.
