The European Commission has launched the EU Water Resilience Investment Accelerator to support financing for innovative water management projects and help address an estimated €23 billion annual investment gap across the European Union. Presented on 14 October 2026, the initiative will support 20 pilot projects focused on water efficiency, clean water and natural water retention. The programme is delivered through Green Assist, an advisory initiative under InvestEU funded by the EU's LIFE programme.
The Commission estimates that approximately €23 billion in additional investment is needed annually, equivalent to around 0.1% of EU GDP, to implement existing EU water legislation. The accelerator aims to attract greater private-sector participation by helping projects develop innovative financing models, improve their investment readiness and connect with potential investors. Rather than announcing a dedicated €23 billion funding commitment, the initiative seeks to address the existing financing shortfall by supporting projects that could attract capital and be replicated across Member States.

The accelerator will focus on three areas: water efficiency and smart water technologies, nature-based solutions for water resilience, and clean water innovation. Eligible approaches include technologies that reduce water losses, improve circular water use, strengthen natural water retention, protect biodiversity and reduce water pollution. Particular attention will be given to projects led by EU-based start-ups, small and medium-sized enterprises, farmers and local authorities, with an emphasis on solutions that can be scaled or adapted to other European regions.
Through Green Assist, selected projects can receive tailored technical and financial advisory support to improve their ability to attract investment. Services include assistance with project development, financing models and engagement with potential investors and beneficiaries. The advisory support is provided without charge to eligible applicants, with external experts paid directly through the programme. Green Assist is already supporting close to 100 public and private beneficiaries across Europe, including organisations working in the water sector.
The accelerator forms part of the EU Water Resilience Strategy introduced in 2025, which aims to tackle water scarcity, restore the water cycle, strengthen climate adaptation and improve access to clean and affordable water. The Commission is inviting interested projects to submit applications or enquiries to CINEA-GREEN-ASSIST\@ec.europa.eu by the end of October 2026. Lessons from the 20 pilot projects are expected to inform wider efforts to expand sustainable water investment across Europe.
