The European Union plans to use COP31 in Türkiye to push for a package of measures aimed at accelerating greenhouse gas reductions and turning existing national climate commitments into implementation. A draft EU document says the bloc wants to extend the UN mitigation work programme until 2040 and use it to identify further opportunities for emissions cuts.
The mitigation work programme is due to expire this year. Extending it would keep emissions reduction as a dedicated part of UN climate negotiations beyond COP31 and give governments more time to translate existing climate pledges into policy and investment. The EU also wants countries to respond to the latest UN assessment that the world is not on track to limit warming to 1.5°C.
The bloc is expected to focus more heavily on implementation after COP30 ended without stronger commitments to curb greenhouse gas emissions. Rather than reopening every disputed issue, EU diplomats are looking to work with other countries on practical areas such as electrification, the transition away from fossil fuels and delivery of existing national climate plans.

"We will look to strengthen our partnerships to deliver practical progress on global climate action, specifically on the transition away from fossil fuels and on electrification," said Irish climate minister Darragh O'Brien.
One area of tension is climate finance. The draft EU position says there is "no scope" for new climate funding commitments at COP31, which could put the bloc at odds with developing countries seeking greater financial support. The outcome will depend on whether governments can agree on stronger implementation measures without reopening wider disputes over funding and fossil fuel transition.
