EIB Group Unveils €30 Billion Climate Adaptation Plan Through 2030

EIB Group Unveils €30 Billion Climate Adaptation Plan Through 2030

The European Investment Bank (EIB) Group has announced plans to provide at least €30 billion in climate adaptation financing by 2030, doubling its support compared with the previous five years. Unveiled on 22 October 2026, the Adaptation Plan Phase 2 for 2026–2030 aims to strengthen infrastructure, water security, agriculture and climate resilience as Europe faces increasing exposure to heatwaves, droughts, floods and wildfires.

The plan combines financing, guarantees and technical advisory services to accelerate investment in climate-resilient projects across the European Union and beyond. Approved by the Boards of Directors of the EIB and European Investment Fund (EIF), it forms part of the EIB Group's Climate Bank Roadmap Phase 2. The announcement comes alongside approval of €11.8 billion in new financing for various projects, including €5.5 billion supporting Europe's energy autonomy and efforts to reduce electricity costs.

€30 Billion Plan Targets Climate-Resilient Infrastructure

The EIB Group's adaptation strategy aims to move climate resilience from long-term planning into infrastructure investment. Funding will support improvements to electricity networks, public buildings, transport systems and other essential infrastructure exposed to extreme weather. The program will also help cities and businesses identify vulnerabilities before climate-related events cause significant economic losses.

EIB Group President Nadia Calviño emphasized the economic benefits of preventive investment, stating, "Every euro invested in prevention and adaptation to climate change saves 10 euros in damages and repairs." The plan focuses on making adaptation projects easier to identify, develop and finance, particularly where limited technical capacity or uncertainty about future climate risks makes investments difficult to structure.

Water Security, Agriculture and Nature-Based Solutions Prioritized

Water management and food production are among the main areas targeted by the new financing plan. The EIB will support water-efficient irrigation, storage, and reuse systems to help communities and agricultural businesses respond to drought and changing rainfall patterns. Investments in climate-resilient farming practices aim to protect agricultural productivity while strengthening rural economies' ability to withstand extreme weather.

Nature-based solutions will also receive attention, including restoring wetlands, forests, and floodplains. These ecosystems can help manage flood risks, retain water and protect biodiversity while reducing the vulnerability of surrounding communities and infrastructure. By combining engineered infrastructure with ecosystem restoration, the EIB aims to support adaptation measures that deliver environmental protection alongside economic resilience.

ClimateSET and TechEU to Improve Adaptation Investment

A major component of the strategy involves improving access to climate risk information. The EIB is developing ClimateSET, an open-access digital assessment tool in collaboration with the Copernicus Climate Change Service. Expected to launch later in 2026, the platform will help businesses, public authorities and financial institutions identify location-specific climate risks and suitable adaptation measures. ClimateSET will also be integrated into an enhanced version of the EIB Group's Green Checker tool to support the identification of climate-resilient investment opportunities.

The EIB Group will also use its TechEU initiative to help European businesses develop and commercialize adaptation technologies. Priority areas include cooling systems, resilient energy infrastructure and water-saving solutions. Smaller companies are expected to benefit from financing and advisory support that could help them move innovative technologies towards commercial deployment. This approach reflects growing recognition that climate adaptation requires investment in both physical infrastructure and technologies that enable businesses to manage environmental risks.

EIB Approves €11.8 Billion in New Financing

Alongside the adaptation strategy, the EIB and EIF Boards approved €11.8 billion in new financing across several sectors. This includes €5.5 billion for projects intended to strengthen European energy autonomy, including electricity infrastructure in France, Germany, Hungary and Italy, renewable energy investments in Austria, the Netherlands and Romania, and energy efficiency improvements in Spain and Sweden.

The approvals also support European life sciences, innovation, digitalization, and clean technology businesses. The EIF approved eight investments under TechEU, including financing for cleantech development. These financing approvals are separate from the €30 billion adaptation target and cover a broader range of economic and infrastructure priorities. The announcement does not specify how much of the newly approved financing will count towards the EIB Group's future adaptation commitments.

Global Partnerships Extend Climate Resilience Financing

Beyond Europe, the EIB Group plans to expand adaptation financing and technical assistance in climate-vulnerable countries, particularly small island developing states and least-developed countries. Working with the European Commission, the bank will support the development of investable projects involving coastal protection, early-warning systems, resilient transportation, water management and disaster-risk preparedness.

The newly approved international investments include climate-resilient water infrastructure in Argentina and projects improving drinking water access and sanitation in Ghana. These activities support the European Union's Global Gateway strategy, which aims to strengthen international infrastructure partnerships and sustainable development. The EIB's expanded involvement could help address barriers that prevent climate-vulnerable countries from accessing long-term adaptation finance.

The €30 billion plan reflects a growing emphasis on preventing climate-related losses rather than financing recovery after disasters occur. Its success will depend on whether technical support, guarantees and financing can help governments and businesses turn climate risk assessments into viable infrastructure projects.

Although the commitment doubles the EIB Group's planned adaptation financing, the €30 billion represents a target through 2030 rather than funding already disbursed. The pace of project development, private capital mobilization, and measurable improvements in climate resilience will determine its longer-term impact.
