EBA Releases Reporting Framework 4.4 Covering Pillar 3 ESG Disclosures and IFRS 18

EBA Releases Reporting Framework 4.4 Covering Pillar 3 ESG Disclosures and IFRS 18

The European Banking Authority (EBA) has released the final technical package for version 4.4 of its reporting and disclosure framework, introducing updates to Pillar 3 ESG disclosures, financial reporting under IFRS 18 and other supervisory reporting requirements. Published on 12 October 2026, the package represents the first phase of the framework's technical implementation and is intended to help European financial institutions meet updated reporting obligations while reducing compliance costs.

The release includes revised technical specifications for Pillar 3 disclosures covering environmental, social and governance (ESG) risks, equity exposures and shadow banking exposures. It also incorporates selected disclosure templates related to the Fundamental Review of the Trading Book (FRTB). These changes are implemented through updated Data Point Models (DPM), XBRL taxonomies and validation rules, with the validation rules applying to reporting requirements only. The package provides the technical structure needed for institutions to prepare and submit information in accordance with the amended disclosure requirements.

Another major component is the introduction of a FINREP reporting module aligned with IFRS 18, the international accounting standard governing the presentation and disclosure of financial statements. The EBA has developed the updated templates to support earlier implementation of IFRS 18 in supervisory financial reporting. The package also includes technical specifications for European Central Bank data collection from less significant institutions, although this information will not be collected by the EBA itself.

Additional amendments address resolution planning, Minimum Requirements for Own Funds and Eligible Liabilities (MREL) decisions, and corrections to existing Pillar 3 templates. The EBA has also resolved identified inconsistencies in third-country branch liquidity reporting and updated templates supporting the European Union's Anti-Money Laundering Authority (AMLA), including preparations for its 2027 risk assessment data collection exercise.

The EBA expects to release the second phase of framework 4.4 in early 2027. This phase will implement the supervisory reporting simplification package consulted on between April and July 2026, which is currently being finalised. While the October release focuses on technical implementation and reporting consistency, the next phase is intended to deliver broader reductions in reporting complexity and administrative burdens for European banks.
