British Columbia has announced an updated framework for developing, reviewing, and maintaining greenhouse gas (GHG) offset protocols as part of its Offset Protocol Policy (OPP). These changes aim to increase transparency, ensure the integrity of emission reductions, and broaden the variety of projects that deliver lasting environmental benefits.
Commitment to International Standards
The province’s offset protocols adhere to ISO 14064-2 standards, which provide rigorous guidelines for quantifying, monitoring, and reporting emissions reductions or removals. The OPP lays out a structured process for identifying, prioritizing, and amending protocols, emphasizing that outcomes must be real, measurable, verifiable, permanent, and additional.

Existing Protocols Address Diverse Emission Sources
Among the protocols currently approved are the Carbon Capture and Sequestration (CCS) Protocol, which supports projects that permanently store carbon either underground or via chemical transformations. The Forest Carbon Offset Protocol (FCOP) covers activities like afforestation, reforestation, improved forest management, conservation efforts, and preventing land conversion. The Methane from Organic Waste Protocol focuses on reducing methane emissions through landfill gas management and anaerobic digestion.
Review of Fuel Switch Offset Protocol Underway
The Fuel Switch Offset Protocol (FSOP), which enables emission reductions by promoting energy conservation, efficiency, and switching to cleaner fuels, is presently under review. Authorities are examining whether credits generated under FSOP meet the required high-quality standards and adequately avoid the risk of non-additionality, where credits might be granted for reductions that would have occurred regardless. A bulletin has advised project developers and validation bodies to delay the initiation or validation of new FSOP projects until this review concludes.

Focus on Future Protocol Development and Stakeholder Input
Going forward, British Columbia intends to develop new offset protocols that support projects aligned with the province’s climate goals and the broader transition to a low-carbon economy. All draft protocols will be opened for public consultation before formal governmental approval, ensuring stakeholder engagement and transparency throughout the process.
Approved protocols undergo periodic reviews to confirm they remain aligned with legislative requirements and reflect the latest scientific and best practice developments.
