BII Targets $1.6 Billion for Climate Finance Across South-East Asia

BII Targets $1.6 Billion for Climate Finance Across South-East Asia

British International Investment plans to deploy and mobilise $1.6 billion for climate finance across South-East Asia over the next five years, focusing on economies including Vietnam, Indonesia, the Philippines, Malaysia and Thailand. Around half of the capital is expected to come directly from BII, with a similar amount mobilised from private investors. The strategy will target renewable energy, power transmission, electric vehicle infrastructure, waste management and water infrastructure as the UK development finance institution increases its climate investment across the region.

Private Capital Is Expected to Match BII’s Own Investment

The $1.6 billion target is structured around using BII capital to attract additional private investment into climate projects. Roughly $800 million is expected to come from BII itself, with another $800 million mobilised alongside it.

British Climate Partners, the climate finance initiative launched by BII earlier this year, will provide an important channel for the strategy. The initiative was created specifically to invest in high-growth, carbon-intensive economies across Asia, where financing needs remain large as countries expand energy systems while trying to reduce dependence on fossil fuels.

South-East Asia Is the Main Focus of BII’s Regional Strategy

BII says its focus in South-East Asia will be on financing projects that support cleaner economic growth while reducing emissions. The region contains some of the world’s fastest-growing electricity markets, but several countries still rely heavily on coal, gas and other fossil fuels for power generation.

“Our singular focus for the South-East Asia region is to fund climate finance projects that will contribute to the region’s clean and sustainable economic future,” said Leslie Maasdorp, Chief Executive Officer of BII. “That’s why we are committed to powering economic growth in the region, while driving emissions down and delivering a return for the UK taxpayer.”

Existing Investments Provide a Base for the Expansion

Between 2023 and 2025, BII committed nearly $400 million in climate finance across South-East Asia. Its investments during that period included renewable energy developers, banks and specialist climate funds, including ib vogt, Skye Renewables, VPBank, HDBank, Xurya and Pentagreen Capital’s Green Investment Partnership.

BII says its infrastructure and climate portfolio in the region has already supported around 358 MW of operational or installed clean-energy capacity and generated more than 556,000 MWh of renewable electricity. The portfolio has also reported approximately 368,000 tonnes of avoided carbon emissions and supported more than 2,000 direct, operational and temporary construction jobs.

The Next Portfolio Is Expected to Add 1.8 GW of Clean Energy

BII expects its wider climate investments to add around 1.8 GW of clean-energy capacity and avoid nearly 1.7 million tonnes of carbon emissions. The focus is broader than renewable generation alone, with transmission, EV infrastructure, water and waste systems also included in the investment pipeline.

That mix reflects the infrastructure needed to support a wider energy transition. Adding renewable generation without expanding grids, transport infrastructure and other supporting systems can limit how quickly lower-carbon technologies are deployed, making investment across several parts of the system important.

Development Finance Is Being Used to Build a Larger Project Pipeline

The strategy also shows how development finance institutions are increasingly being used to absorb some of the risks that can prevent private investors from entering emerging climate markets. BII’s role is not simply to provide capital directly, but to use its participation to make projects more investable for commercial partners.

“The next five years will see us commit a significantly greater level of capital to widen the pipeline of climate finance opportunities and turbocharge the pace of the green transition,” said Srini Nagarajan, Managing Director and Head of Asia at BII.

Mobilising the Second $800 Million Will Be the Key Test

The most important measure of the strategy will be whether BII can mobilise private capital at the scale it expects. Committing its own funding is one part of the plan, but attracting roughly an equal amount from commercial investors will determine whether the $1.6 billion target is reached.

If successful, the strategy would represent a significant increase from the nearly $400 million BII committed in the region between 2023 and 2025. The next five years will show whether its climate finance model can move from individual transactions into a broader pipeline of renewable energy and resilient infrastructure projects across South-East Asia.
