The sweeping ban covers vast swathes of the Eastern U.S. Atlantic coast, the Eastern Gulf of Mexico, the Pacific coastlines of California, Oregon, and Washington, as well as parts of Alaska’s Northern Bering Sea.
In one of the most significant climate-focused decisions of his presidency, Joe Biden has permanently banned new offshore drilling across 625 million acres of U.S. oceans. This historic move shields vital coastal areas from oil and gas exploration, safeguarding the environment, public health, and local economies.
“Protecting America’s coasts and oceans is the right thing to do and will help communities and the economy flourish for generations to come,” President Biden said in his announcement.
Bipartisan Backing for Coastal Protection
The decision received support from both Democratic and Republican governors, members of Congress, and coastal communities, who have long sought greater protections against the risks posed by offshore drilling.
“The relatively minimal fossil fuel potential in these areas does not justify the environmental, public health, and economic risks associated with new leasing,” Biden stated.
Building on Climate Achievements
The new order aligns with Biden’s broader climate agenda, which includes rejoining the Paris Agreement, passing the Inflation Reduction Act (IRA), and committing nearly $500 billion to clean energy and infrastructure investments.
In late 2024, the administration announced an ambitious target to reduce U.S. greenhouse gas emissions by up to 66% by 2035, citing confidence in the nation’s ability to meet these goals through investments made over the past four years.
Balancing Climate Goals with Economic Growth
Biden emphasized that the decision does not pit environmental protection against economic prosperity, calling the notion a "false choice." He highlighted the role of healthy oceans and coastlines in sustaining resilient economies and secure food systems.
“By protecting our oceans, we ensure a thriving economy that balances environmental stewardship with energy security,” Biden added.
Political Divides on the Move
The ban has drawn sharp criticism from some corners, including Trump-aligned officials. Karoline Leavitt, the incoming White House Press Secretary under President-elect Donald Trump, condemned the move as “political revenge” against Americans favoring increased drilling. However, Biden countered that this decision reflects broad-based support and sound environmental policy.
