UNEP Finance Initiative and the UN Economic and Social Commission for Asia and the Pacific have launched a three-year ASEAN Regional Taxonomy Capacity-Building Initiative to strengthen implementation of sustainable finance taxonomies across Southeast Asia. Supported by the Sustainable Finance Institute Asia and guided by the ASEAN Taxonomy Board, the programme will work with central banks, regulators, finance ministries and other authorities on the practical application of sustainable and transition finance frameworks.
The initiative comes as ASEAN moves from developing taxonomy frameworks towards applying them in financial markets. The ASEAN Taxonomy for Sustainable Finance was introduced in 2021 and updated to Version 4 in November 2025, while individual member states continue to develop national approaches. The new programme will focus on how those frameworks interact, including where national criteria align with or differ from the regional taxonomy and international systems.

A major priority will be interoperability. The initiative will help ASEAN member states understand areas of convergence and divergence between national, regional and global taxonomies, with the aim of reducing unnecessary fragmentation in cross-border sustainable and transition finance. It will also address practical challenges including data availability, verification and interpretation of taxonomy criteria.
The programme will also focus on applying taxonomy criteria to real-economy investments, particularly the energy transition. This includes activities in power generation, electricity grids, storage and energy efficiency, as well as questions around commercial viability, bankability and how taxonomy alignment can be incorporated into lending, investment and financial product development. Feedback from banks and other market participants will be used to identify implementation problems and inform the ASEAN Taxonomy Board as the framework continues to evolve.
The collaboration was launched in Bangkok on October 15 alongside the IMF-World Bank Annual Meetings, with an inaugural session bringing together ASEAN financial authorities for peer exchange and practical training on taxonomy interoperability and assessment. After the initial three-year period, the initiative could expand into further sector-specific work as implementation needs develop across the region.
