Achmea Investment Management and ILX Management are launching a new investment vehicle for Dutch pension funds that will provide access to loans originated by multilateral development banks and development finance institutions in emerging markets and developing economies. Achmea IM manages approximately 16 billion euros in impact investments through a dedicated ten-person team, while ILX manages more than 1.5 billion euros in private debt investments across emerging markets on behalf of leading Dutch and Danish pension funds. The majority of the new vehicle's portfolio will consist of loans carrying an explicit impact objective with a measurable contribution to social development, though neither party disclosed a target size or launch date for the strategy.
The partnership pairs Achmea IM's impact investment framework, due diligence process and institutional client relationships with ILX's direct access to lending opportunities through its relationships with multilateral development banks and local development finance institutions. That access lets the combined platform channel pension fund capital into private sector projects in the real economy of emerging markets rather than through publicly traded securities, an approach designed to connect public and private capital more directly in markets where institutional investors have historically had limited entry points.

Achmea IM's existing impact work spans climate change, biodiversity restoration, healthcare and equal opportunity, while ILX's private debt strategy focuses specifically on financing private sector development and sustainable economic growth in developing economies. Combining the two firms' capabilities is intended to make ILX's investment strategy accessible to a broader base of institutional investors beyond its current Dutch and Danish pension fund clients.
