Position summary

Shell is hiring a Regulatory Advisor for Low Carbon Fuels (LCF) in Europe, based in Rotterdam, to deliver regulatory intelligence and expert guidance to its fast-growing LCF business. The role monitors, interprets, and anticipates EU and national regulatory developments, assesses their commercial and strategic implications, and translates them into actionable insights within the Shell Trading & Supply Products organisation.

Key responsibilities

• Provide regulatory intelligence by tracking, interpreting, and explaining EU and national regulations affecting feedstocks and low-carbon fuels across road, aviation, and maritime.
• Translate regulation into insight by identifying risks and opportunities and preparing briefing and decision material for traders, commercial leaders, and senior stakeholders.
• Represent Shell externally by engaging regulators, industry associations, certification bodies, and schemes on legislative and interpretation questions.
• Shape LCF strategy by contributing to Shell's European regulatory strategy and market design positions alongside Government Relations and Policy & Advocacy.
• Support implementation by helping businesses apply regulatory requirements from new or amended regulations affecting T&S LCF.

Team and stakeholders

The role sits within Shell Trading & Supply (T&S) Products and collaborates across Shell plc businesses including Aviation, Maritime, Chemicals, Hydrogen, Mobility (EV), Feedstocks, and M&A, as well as with Government Relations, Policy & Advocacy, industry associations, regulators, and government ministries.

Requirements

• Strong expertise in EU and national low-carbon fuel regulations, including RED/RED III, FuelEU Maritime, ReFuelEU Aviation, ETS, CORSIA, and IMO frameworks.
• Solid understanding of mandatory and voluntary carbon reporting and accounting systems (ETS, RED, GHG Protocol, SBTi) and their link to renewable transport fuel frameworks.
• Extensive experience with chain-of-custody and traceability under the Renewable Energy Directive, including mass balance systems and registries such as the Union Database, CARBURE, Nabisy, or ROS.
• Ability to analyse complex legal and regulatory texts and translate them into clear, actionable insights.
• Proven capability to synthesise regulatory information into concise briefings and training materials.
• Strong stakeholder management skills across internal functions and external bodies.
• Fluent or native French strongly preferred; Spanish, Italian, or Dutch a plus. Knowledge of CORSIA and/or ISCC PLUS beneficial.
