Position summary

Reporting to the Deputy Director for Clean Energy, this Policy Advisor supports the development and implementation of initiatives and policies that advance a just, clean energy transition. The ideal candidate is an organized, results-driven self-starter with experience in project management, stakeholder outreach, research, and policy development, able to operate in a fast-paced, high-pressure environment with professionalism and short deadlines.

Key responsibilities

• Equity-centered policy: Ensure the Clean Energy team's decision-making centers equity and inclusivity, informing strategies that move resources and investments to Disadvantaged Communities and Environmental Justice communities.
• Subject matter expertise: Support MOCEJ positions on clean energy priorities including large-scale renewable generation and transmission, energy infrastructure resiliency, energy markets, and NYISO regulations.
• Ratepayer advocacy: Support the City's Public Utility Advocate, advocating for low rates, clean energy, and affordability programs through research, policy design, and public education.
• Implementation: Manage complex clean energy initiatives with multiple stakeholders and deliverables, and develop guidance for developers, city agencies, and the public.
• Interagency and regulatory: Liaise with agencies on energy affordability, offshore wind interconnection, transmission, and city-owned property siting, and coordinate responses to federal, state, and city regulatory and legislative proceedings (including PSC and FERC), working with outside energy counsel.
• Research and engagement: Conduct in-depth research and distill complex energy issues into policy memos and reports, build stakeholder relationships, and represent MOCEJ at public forums.

Team and stakeholders

You will report to the Deputy Director for Clean Energy within MOCEJ, and work with the City's Public Utility Advocate, other city and state agencies, outside energy legal counsel, advocacy organizations, community groups, academia, industry, and elected officials.

Key details

• Compensation: $85,000 to $95,000.
• Civil service title: Research Projects Coordinator (0527A).
• Residency: NYC residency generally required within 90 days of appointment (some exceptions).

Requirements:

• A baccalaureate degree and a minimum of three years of relevant experience in building architecture, engineering, sustainability management, energy management, city/urban planning, urban design, public administration, economic development, real estate finance, or a related field (or an equivalent combination of education and experience per the listed civil-service qualifications).
• Preferred: knowledge of utility rate structures and energy affordability programs; expertise in energy infrastructure and markets with a focus on renewables and New York State's regulatory landscape; understanding of NYC, state, and federal energy regulations (rates, GHG reduction, large-scale infrastructure, environmental justice); strong data analysis skills across decarbonization pathways; and a passion for energy, sustainability, and environmental justice.
