Position summary


The NYC Department of Design and Construction, Division of Safety & Site Support, is seeking an Environmental Project Manager. The selected candidate will manage the work product of environmental consultants and drilling contractors for technical accuracy, completeness, timeliness, and cost-effectiveness, reviewing capital project design documents and a wide range of environmental assessments, investigations, permits, and remedial plans.

The City’s capital construction projects depend on rigorous environmental review and remediation to stay compliant with Federal, New York State, and New York City regulations and to protect the public and the environment. This role is where that technical oversight happens, from site assessment through remediation and incident response.


Key responsibilities


  • Oversee consultant work product by managing the output of environmental consultants and drilling contractors for accuracy, completeness, timeliness, and cost-effectiveness.
  • Review technical documents including capital project design documents, Phase I environmental site assessments, Phase II subsurface investigation reports, Environmental Assessment/Impact Statements, wetland and dewatering permit applications, spill closure investigations, HASPs, Field Sampling Plans, Material Handling Plans, and Remedial Action Plans.
  • Manage environmental projects of various complexity levels and conduct field visits.
  • Respond to incidents involving environmental or hazardous materials, developing remedial action plans to mitigate hazards and ensure regulatory compliance.
  • Interpret and report data by reviewing sampling protocols, interpreting analytical results, comparing data to regulatory standards, and writing technical reports and standard operating procedures.
  • Present on compliance by conducting presentations on the regulatory requirements for environmental compliance.


Team and stakeholders


The role sits within DDC’s Division of Safety & Site Support (SSS/Environmental + Hazmat), working with environmental consultants, drilling contractors, and internal project teams.


Key details


This is a full-time (35-hour) onsite role based at 30-30 Thomson Avenue, Long Island City, NY. An exam may be required: only candidates permanent in the Associate Project Manager title, reachable on DDC’s Promotional Exam #3573, or on Open Competitive Exam #3110 may apply. Fieldwork requires appropriate PPE (safety footwear and hard hat), and the position requires a valid driver’s license and the ability to drive in all five NYC boroughs. New York City residency is not required.


Requirements


Essential


  • One year of full-time satisfactory experience supervising employees performing project management work on engineering, architectural, or landscape architectural projects (or supervising a construction project valued at $1,000,000 or more), plus either a bachelor’s degree in a qualifying field (engineering, architecture, construction management, sustainable design, urban planning, public administration, and related) with one year of project management experience; or a high school diploma with five years of qualifying experience; or an equivalent combination of education and experience.
  • Additional supervisory or project-manager experience on large/complex construction projects as required by the assignment level (one to two additional years).


Preferred


  • Two years of geotechnical/environmental field inspection experience in NYC.
  • OSHA 40-hour HAZWOPER, OSHA 10- or 30-hour Construction Safety Certificate, and thorough knowledge of federal, state, and local environmental regulations (NYSDEC, NYCDEP, FHWA, CEQR, SEQR, RCRA, OSHA, NYC DOB).
  • Excellent verbal, written, communication, and computer skills.
