The An Introduction to Climate Change and Human Rights course, offered on the UN Climate Change e-Learn (UN CC:Learn) platform, is an interactive, self-paced online program designed to educate participants on the intersections between climate change impacts and human rights obligations. Developed by the Paris Committee on Capacity-building with support from the Office of the United Nations High Commissioner for Human Rights and the UNFCCC Secretariat, and funded by Germany's Federal Ministry for Economic Cooperation and Development through GIZ, the course highlights how climate action must be rights-based to be effective and equitable. It addresses disproportionate effects on vulnerable populations and promotes awareness for policy-makers, activists, and the general public to enhance rights-based climate strategies.


Core Content


The curriculum consists of seven modules covering key aspects of climate change and human rights. The first module explores the human rights impacts of climate change and corresponding state obligations. The second examines human rights integration in global climate negotiations, agreements, and actions. The third focuses on incorporating climate change into human rights processes and frameworks. The fourth addresses vulnerabilities of specific persons, groups, and peoples, emphasizing tailored considerations in international and national responses. The fifth provides an overview of regional and national human rights frameworks and mechanisms. The sixth highlights rights-based climate litigation through real-world examples. The final module offers a case study on the linkages between climate change and the right to development.

It includes optional resources for deeper exploration and is accessible globally through the UN CC:e-Learn affiliation program.
