Course Details

The Green Transition in Eastern Partnership Countries course, hosted on the UN Climate Change e-Learn (UN CC:Learn) platform, is a specialized online program tailored for high- and mid-level civil servants from EU Eastern Partnership (EaP) countries. The course is structured to strengthen participants’ capabilities in analyzing, designing, and implementing policies that promote a greener, more circular economy at both national and regional levels. Supported by the European Union and aligning with regional strategies for green economy and Sustainable Consumption and Production (SCP), the course ensures policy relevance and practical skill-building.

Core Content

The curriculum unfolds across five comprehensive modules, each delivered weekly and requiring 5–7 hours of engagement. The program begins with foundational concepts and definitions of the green and circular economy, contextualizing their importance for both national and international agendas. Learners then explore integration of green policies into governance frameworks before progressing to the Green Economy Toolbox, which introduces a suite of practical policy tools and real-world case studies. Subsequent modules address the challenge of “greening” key economic sectors—including energy, agriculture, industry, waste, buildings, and tourism—highlighting specific solutions and sectoral transformation pathways. The course concludes by examining policy reforms that cut across multiple sectors, emphasizing collaboration, multi-objective prioritization, and harmonization of policy actions to facilitate sustained green transition. As a capstone, participants create and peer-review a tailored green policy project proposal, ensuring direct application of skills in their specific contexts.

Methodology and Learning Format

Designed for busy professionals, the course delivers its content through a blend of video lessons, webinars, and expert lectures that introduce and reinforce foundational knowledge. Learners participate in scenario exercises, group assignments, and online discussion forums to apply skills and share perspectives with peers across EaP countries. Regular moderator feedback and knowledge checks support continuous reflection and iterative learning. Modules release sequentially, allowing ongoing access to earlier materials, and capstone projects facilitate workplace application.

Key Skills

By course completion, participants are able to define green economy and SCP concepts, articulate their local and regional significance, and analyze the benefits—environmental, social, and economic—of a green transition for their country. Graduates can track and interpret the evolution of green economy frameworks internationally, utilizing best practices for policy development. The course strengthens skills in designing, proposing, and peer-reviewing green policy projects, while also equipping learners to drive cross-sector collaboration and prioritize policy actions for maximum sustainability impact amidst competing objectives.

Target Learners

This program is intended for high- and mid-level public officials from the Eastern Partnership countries who play an active role in environmental governance and policy evaluation. It is particularly suited for those engaged in shaping green and circular economy strategies at ministerial or institutional levels, as well as individuals interested in developing advanced policy analysis and implementation skills that align with modern sustainability priorities in the region.

Certification

Certification requirements include achieving a minimum score of 70% on module assessments, marking at least 70% of all activities complete, and submitting a passing Green Policy Project assignment. Upon successful completion, learners are awarded a certificate, which can be downloaded directly from the course platform.

Additional Benefits

Graduates of the course gain not only advanced, workforce-ready skills but also access to a community of peers and experts dedicated to promoting green reforms in the region. The curriculum remains updated with the latest legislation, best practices, and regional developments, supporting alumni in their ongoing roles as leaders in policy innovation and sustainable development.
