The U.S. is doubling down on biofuels! The EPA’s new proposal ramps up blending mandates to 24.02 billion gallons in 2026 and 24.46 billion in 2027, a big jump from 2025’s 22.33 billion. Driven by a surge in biomass-based diesel, the plan aims to supercharge farmers and cut reliance on foreign oil. But with oil refiners crying foul and small refineries begging for exemptions, will this green push spark rural prosperity or just inflate fuel costs?

 

What’s the Deal?

 

The EPA’s Renewable Fuel Standard proposal hikes biofuel blending for oil refiners, targeting 24.02 billion gallons in 2026 and 24.46 billion in 2027, up from 22.33 billion in 2025. Biomass-based diesel steals the show, with 7.12 billion RINs (credits) for 2026, equating to 5.61 billion gallons, and 7.50 billion RINs for 2027. This dwarfs 2025’s 3.35 billion gallons, which farmers called too low. To curb imports, the EPA cut RINs per gallon to 1.27 in 2026 and 1.28 in 2027, down from 1.6. The plan also scraps renewable electricity credits and limits foreign feedstock credits. RIN prices spiked—biomass-based credits hit $1.17, renewable fuel credits reached $1.06—signaling a $10 billion market boost.

America’s 2 million farmers, especially in Iowa’s corn belt, are pumped—biofuel demand could lift corn prices 10%, adding $5 billion to incomes. Ethanol plants expect 15% output growth, creating 1,000 rural jobs. Oil refiners, blending 80% of U.S. fuel, face $2 billion in extra RIN costs. Small refineries, with exemption pleas pending, could save $500 million if spared, but the EPA’s mulling 0-18 billion gallons in waivers. Consumers, pumping 140 billion gallons of fuel yearly, might see pump prices rise 5 cents.
